Catastrophe Assessment & Restoration Experts, LLC (CARE) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) that brings together a dedicated team of professionals with extensive, hands-on experience supporting HUD Community Development Block Grant – Disaster Recovery (CDBG-DR) programs. CARE leverages the collective background of its personnel, who bring more than 15 years of experience supporting disaster recovery operations across multiple programs and disaster events.
CARE personnel understand the complexity and lifecycle of CDBG-DR programs, including the coordination required across state agencies, contractors, and program stakeholders. Our team has supported disaster recovery efforts from early response through long-term recovery, applying HUD guidance and state-issued standard operating procedures (SOPs) to real-world operational environments.
Our team includes experienced damage assessors, quality control professionals, and program support staff who work collaboratively to assess storm-related damages and produce accurate, HUD-compliant Xactimate estimates. CARE personnel approach inspections and documentation with an understanding of how field data supports eligibility determinations, reporting requirements, quality assurance, and audit readiness.
