
Matthew Ballard is the Chief Executive Officer of CARE, providing strategic leadership and oversight of company operations, compliance, quality, and contract execution. His background includes more than a decade of leadership in highly regulated environments, along with experience supporting disaster inspections, HUD CDBG-DR recovery programs, Xactimate estimating, quality assurance, and documentation review. Matthew leads CARE’s growth and ensures the company remains ready to deliver dependable, compliant solutions for government and private-sector clients.

Jennifer Landry serves as CARE’s President and Chief Financial Officer, overseeing financial management, program administration, scheduling, and organizational support. Her experience includes disaster recovery operations, HUD program support, QA/QC management, inspection workflow oversight, reporting, and construction and engineering coordination. Jennifer helps ensure CARE’s projects remain organized, financially responsible, and supported by strong administrative and quality-control processes.

John Ballard serves as CARE’s Chief Operating Officer and brings extensive experience in construction, restoration, disaster recovery, field operations, and project oversight. As CARE’s licensed commercial contractor, he provides practical construction expertise that supports damage assessments, repair planning, quality control, and project execution. John helps oversee field operations, contractor coordination, and operational readiness while ensuring CARE’s work is performed safely, efficiently, and to applicable standards.

Katie Underwood brings extensive experience in disaster recovery, emergency management, and federally funded assistance programs. Her background includes FEMA Individual Assistance, HUD CDBG-DR, disaster case management, grant oversight, housing recovery, and coordination with federal, state, and local partners. A former Louisiana Director of Individual Assistance at GOHSEP, Katie has supported major disaster responses across Louisiana and brings valuable program-management, training, reporting, and recovery expertise to CARE.

Corey Landry brings hands-on experience in construction management, disaster damage assessment, and field operations. His background includes residential and commercial construction, subcontractor coordination, scheduling, safety, quality control, and Xactimate-based damage assessments performed under state and HUD program requirements. Corey has supported recovery efforts including Restore Louisiana, Rebuild Florida, and work in Puerto Rico, giving CARE practical field and construction expertise from assessment through project execution.

John Ballard Jr. brings extensive experience in property inspections, disaster recovery, quality assurance, and field-team development. He has completed and supported thousands of physical inspections, including HUD disaster-recovery housing inspections, while also providing QA/QC, Xactimate estimating, inspector training, and operational support. At CARE, John helps strengthen inspection workflows, personnel training, technology integration, reporting, and field readiness to promote consistent and accurate project delivery.

Seth Crawford supports CARE’s field operations, logistics, and asset readiness. With a strong technical and hands-on operations background, he brings experience in equipment management, troubleshooting, preventive maintenance, safety, and resource coordination. Seth plays an important role in maintaining deployment readiness and ensuring CARE’s field teams have the vehicles, equipment, and logistical support required to execute projects safely and efficiently.

Josh Ballard serves as CARE’s Chief of Quality & Standards, bringing nearly a decade of experience in disaster recovery, damage assessment, quality control, and federally funded housing programs. His background includes work supporting Restore Louisiana, Rebuild Florida, Rebuild North Carolina, TXGLO, and Puerto Rico recovery efforts. Josh has extensive experience with Xactimate estimating, file review, documentation compliance, inspector training, and QA/QC, helping ensure CARE’s deliverables are accurate, consistent, and audit-ready.

Denny Remondet supports CARE’s Business Development efforts, helping identify new opportunities, build industry relationships, and expand the company’s presence within the government and private sectors. He works alongside CARE leadership to support strategic growth, teaming relationships, client outreach, and the development of new business opportunities aligned with CARE’s disaster recovery, inspection, construction, and consulting capabilities.
